New charges for staff parking labels

Following a review of existing campus parking policy, the University’s Administrative and Planning Committee (AAPC) resolved in a meeting on 12 September to implement the new ‘Fee-charging Arrangements for Campus Parking’, in respect of staff parking labels (including ‘A’, ‘AR’ & ‘E’) with effect from the forthcoming Label Year (2023/24).

Together with the parking fees currently collected from campus parking by visitors and contractors, the parking fees to be collected from staff parking on campus are to be used on costs incurred by the University on the management and maintenance of parking facilities on campus, as well as other parking related enhancements and sustainability initiatives.

Wishing to facilitate a smooth transition to the full implementation of the fee-charging arrangements on staff parking labels at $1,500 per label year (1 Oct to 30 Sep), concessions as per below table will be given in the first three years:

Label Year (Oct – Sep)Concession Rate Annual Fee Payable
2023/24100%$0
2024/2567%$500
2025/2633%$1,000
2026/270%$1,500

As such, in effect the annual label fee will only be levied from the Label Year (2024/25) in Oct 2024. The fees will be collected from label applicants at the time of renewal or upon new application by way of deduction of salary, or payment in cash for those who do not have a payroll account. Labels for motor-cycles will be charged half-price, and staff drivers with physical disabilities will be exempted altogether. Labels with a validity period less than a full year will be charged according to the number of quarters covered.
